Integrating Legacy Analogue Radios into a Secure Digital Core

A key strength of the ASELSAN KETUM mobile communication system is its ability to bridge new and legacy technologies. Modern encrypted radios and advanced critical communications features sit at the core of the system. However, KETUM also integrates the police force’s existing analogue radio infrastructure.

This hybrid approach protects long-standing investments while enabling a gradual yet effective migration to next-generation platforms. Consequently, units that still rely on analogue radios can talk securely with teams using new digital sets. Commanders gain a unified communication picture instead of fragmented, parallel networks.

As a result, the overall radio network becomes more robust, more flexible and easier to manage. It also supports continuous operations during technology refresh cycles, which is essential for 24/7 police work.

Mobile Communication Vehicle: Deployable Command and Coverage

One of the most visible elements of KETUM is the Mobile Communication Vehicle. This platform ensures uninterrupted radio services for the General Directorate of Security during disasters and crisis situations. It is designed as a deployable node that can move quickly to the incident area and establish secure communications within minutes.

The vehicle connects to the nationwide PolNet infrastructure via satellite links. It also integrates with provincial encrypted national DMR digital radio systems, enabling both voice communications and data transfer. In practice, a vehicle operating in Istanbul can join and support radio traffic on the Ankara system, or link different regions together when needed.

Equipped with analogue and encrypted digital repeaters, the vehicle can create a local radio “bubble” with a radius of roughly 15 to 30 kilometres. Within this area, handheld and vehicle radios gain reliable coverage even if fixed base stations have failed or are out of range.

Extended Communication Options: Satellite, GSM and Location Tracking

Beyond radio relay, the Mobile Communication Vehicle offers multiple communication layers. Through satellite integration with the central switchboard systems of the General Directorate of Security, it provides telephone connectivity in all directions. Moreover, GSM lines can be tied into PolNet for data services, giving an extra path for critical applications.

Inside the vehicle, operators can manage satellite phone calls and coordinate radios within the coverage area. At the same time, the embedded Geographical Analysis System allows real-time tracking of radio terminals. This location awareness improves officer safety, supports search-and-rescue efforts and helps manage complex field deployments.

Two electrically controlled, 11-metre extendable antenna masts further enhance coverage. When raised, they increase range and improve signal quality in challenging terrain. In addition, an on-board generator lets the vehicle operate for up to 24 hours without external power, which is vital in extended emergencies.

Resilience in Earthquake and Disaster Scenarios

Türkiye faces significant earthquake risk, especially in major metropolitan areas. In such scenarios, terrestrial communication systems can fail within minutes. Here, the ASELSAN KETUM mobile communication system and its Mobile Communication Vehicle play a critical role.

If a fixed system goes offline, the vehicle can take over its functions and seamlessly integrate with the remaining infrastructure. When necessary, it can also operate as a stand-alone communication system, maintaining secure radio and voice links even when other networks are unavailable.

This capability supports first responders, police units and coordination centres during the most demanding hours after a major incident. It also provides a bridge until damaged infrastructure can be repaired or replaced.
