Russia’s unprecedented military buildup is raising alarm bells worldwide, as Ukrainian intelligence reports a long-term rearmament plan worth approximately $1.1 trillion over the next 11 years. According to Ukrainian military intelligence chief Kyrylo Budanov, Moscow is mobilizing its economy, politics, and society in preparation for a potential large-scale war, possibly altering global security dynamics by 2030.

Ambitious Weapons Program and Full-Scale Mobilization
Budanov revealed during Ukraine’s annual meeting of ambassadors that Russia has launched its most ambitious weapons program since the Soviet era. The Kremlin’s long-term strategy includes mass production of advanced weapons systems, full economic mobilization, and large-scale societal support for military operations. “There is a total mobilization of politics, economy, and society of the Russian Federation to be ready for the upcoming large-scale war,” Budanov stated, as quoted by the Kyiv Independent.
Creation of New Military Districts and Expansion into Africa
As part of sweeping reforms, Moscow has established two new military districts – Moscow and Leningrad – while expanding its proxy forces across Africa. Ukrainian officials warn that Russia’s objective extends beyond regional dominance, aiming instead to challenge the global order by undermining democratic institutions through hybrid warfare, cyber operations, and disinformation campaigns.
Russia’s Defense Budget Surpasses Europe Combined
International Institute for Strategic Studies data shows Russia’s 2024 defense budget reached $462 billion, exceeding Europe’s collective $457 billion. Analysts warn that sustained spending at this pace could allow Moscow to significantly expand its military capabilities, potentially enabling a strike against NATO allies by 2030. German intelligence chief Bruno Kahl had previously cautioned that Russia could regain large-scale offensive capacity within five years.
WWII-Level Mobilization Potential
Kremlin spokesperson Dmitry Peskov has openly indicated that Russia is prepared to escalate to a World War II-level war effort. Ukrainian estimates suggest Russia could mobilize up to 5 million trained reservists, with an overall potential manpower pool exceeding 20 million. This would mark one of the most extensive military mobilizations since 1945.

With Russia’s military budget now larger than all European nations combined and its forces expanding globally, the geopolitical balance of power faces profound uncertainty. Western analysts are increasingly concerned that this spending spree could be part of a long-term strategy to disrupt existing security and economic structures worldwide.
