Digital authoritarianism and adaptive cyber regimes now shape the security landscape as much as tanks or missiles. Authoritarian governments use digital tools to tighten control at home and project influence abroad. They build complex systems for online censorship, mass surveillance and propaganda. Other illiberal actors watch and copy these models. As a result, global internet freedom has declined for more than a decade.
China, Russia, Iran and several other regimes lead this trend. In the Middle East, wealthy monarchies have adopted advanced spyware and AI-driven monitoring systems to track dissidents at home and abroad. These practices often spread quietly through informal cooperation between security services.
Russia uses its digital apparatus both at home and abroad. Domestically, it blocks websites, throttles platforms and prosecutes users for online speech. Digital authoritarianism links closely to broader geopolitical and ideological competition. Control over information flows now functions as a form of power, similar to control over territory or trade routes. Authoritarian regimes see data and attention as strategic resources to manage and exploit.
The same tools that track citizens can also support military and intelligence functions. Providing attractive alternatives to authoritarian technology — for example, privacy- respecting 5G or satellite internet — helps reduce dependence on systems built for control.
Another strategic tool is exposure. During the Cold War, documenting human rights abuses raised costs for repressive regimes. Today, transparency about digital repression — massive surveillance systems, AI-driven censorship and transnational harassment — can reduce these regimes’ soft power and limit their appeal as governance models.
Operational Responses: Cyber Defence and Information Integrity
Operationally, militaries and intelligence agencies must adapt to advanced information warfare. State-backed hackers from authoritarian regimes use sophisticated tools, including AI, to probe networks and exploit vulnerabilities. Democratic states need strong cyber defence, regular red-teaming and rapid incident response for critical networks.
Forces deployed near Russia, China or Iran must also prepare for contested information environments. Units should have plans for operating under intense propaganda, internet shutdowns or GPS disruption. Training scenarios should include deepfake audio or video that appears to show commanders issuing false orders. Soldiers need clear procedures for verifying instructions and rejecting manipulated content.
At home, security agencies and law enforcement must monitor how foreign digital influence interacts with domestic extremism. Disinformation or targeted harassment from abroad can help radicalise individuals and shape real-world threats. Coordination between cyber units, intelligence services and police therefore becomes essential.
Policy Options: Defend, Deter and Promote Norms
Policy-makers have several levers to counter digital authoritarianism. On the defensive side, governments can invest in digital literacy programmes so citizens recognise and resist fake news, bots and deepfakes. They can also push technology companies to provide more transparency about algorithms and content promotion, and to offer secure defaults for users in high-risk environments.
