Under such a pledge, nuclear-armed states would publicly commit that AI systems will not have the authority to initiate or approve the firing of nuclear weapons.

Confidence-building measures can complement this pledge. For example, states could publish high-level principles on meaningful human control, share non-sensitive best practices on AI testing, or jointly study historical near-miss incidents. These measures would not remove all risk, but they would reduce mistrust and help clarify intent.

At the national level, legislatures may choose to codify meaningful human control requirements in law.
